What should a social worker do when, despite trying very hard to keep a family together, simple procedural difficulties stand in the way?

A senior duty and assessment practitioner describes how the return of a baby to its family was delayed simply because the team manager was not available.

A decision to remove a child can be emotive and distressing for the child, the family and for the social worker. We are after all, people first, social workers second, and as such we cannot remain distant and unaffected.

There are times when a decision can be made very quickly, for instance, when there is evidence that a child has been subjected to physical or sexual abuse. When the issue is one of neglect or emotional abuse, the decision is not so easy.
