Remind me, where do APAs fit into the scheme of things? APAs were introduced in 2005, and offer a verdict on how English local authorities are delivering improved outcomes for young people. In particular they look at services for young people; social care services; education; and the council's capacity to improve services.

But it's not a Joint Area Review (JAR)? No, the APA does not involve fieldwork inspections. It's a combination of self-assessment, recent Ofsted school inspections, youth service inspections and other briefings and reports from bodies such as the Youth Justice Board, government departments and stakeholder surveys - not least young people themselves. The council's APA ratings will provide the ratings for children's services in the Comprehensive Performance Assessment.
