What's the verdict then? Good mostly. The scheme provides project funding for national voluntary youth organisations with the aims of tackling social exclusion among young people aged 13 to 19 and raising the quality of youth work in voluntary organisations. There were also some funds made available to build links with Connexions, further improve self-assessment and improve management information. The conclusion was that it met most of its objectives - raising standards and successfully engaging young people who have made some good progress with their personal and social development.

Do I sense a but? Although collectively the programme offers "a broad and rich" curriculum, across the scheme as a whole there were too few opportunities taken for young people's achievements to be accredited.
