So is this a song of praise? It certainly puts a pretty positive spin on how the Frank campaign has hit, or at least made good progress towards, most of its targets.
Has it cut drug use among young people? To be, er, frank, it would be a little unfair to use that as a performance indicator. The recent RSA report that damned drug policy in general was mixed in its assessment of Frank. What we can say from this review is that 68 per cent of young people are aware of Frank, that almost nine out of every 10 callers to the helpline rate the service as very good or excellent, and that 93 per cent of stakeholders - such as drugs services - are satisfied with the support they get.
