So where's this gap then? It's in the middle. Policy is theoretically based on "progressive universalism", a backdrop of services available to everyone but with targeted services available increasingly for those in greater need. But the premise of this paper is that when it comes to support for children, young people and families, a failure to fund or deliver sufficient early intervention services means that cash is increasingly sucked up by those in greatest need, meaning in particular the care system. As a result, those who have complex needs but who don't meet the criteria fall into "the abyss between universal and high-need services".
