Why this guidance? Why now? An Ofsted report in 1997 highlighted shortcomings in the way youth services dealt with drugs education. In fairness, Ofsted said pretty much the same about the response from schools.

In 2002-03, DrugScope and The National Youth Agency conducted a survey of drug policy and practice in the youth service and found a wide variety of needs but inconsistent practice. With new guidance for schools coming out in 2004 from the Government, which did not cover the youth service, it seemed overdue to have some definitive guidance. So a project was established by DrugScope and Alcohol Concern with government funding and this is the result.
