So this is all about drugs and alcohol encouraging sexual risk-taking? Now you've already made a basic error there. One of the fundamental principles expounded in this report is that any public health campaign, perhaps especially one aimed at young people, needs to understand the lives of those it is aimed at. And young people don't see themselves as taking risks; they are exploring and experimenting.
OK point taken. But nonetheless drugs and alcohol have an impact on sexual health. Oh absolutely.
