A new European Union (EU) youth plan - should I be bothered? Can't blame you for being a bit cynical. It's easy to get very lost in the countless committees, the repetitive reports and the paralysing prose. But let's have a go, shall we? What we have here is called the European Youth Pact.
As in Warsaw? Well, it's probably closer to what we in the UK would call an offer or a pledge. It's a statement of "lines of action" that the Council of the European Union wants the union and member states to undertake. But first, a bit of context.
