The pact is a set of policies for member states on improving education, training, social inclusion and work-life balance for young people.
The policies were adopted by the council, which is made up of ministers from each EU member state, at a meeting in Brussels last week. Prime Minister Tony Blair agreed the pact on behalf of the UK.
The pact includes a policy to boost the transferability across international boundaries of systems of non-formal learning, including youth work, as well as its occupational qualifications. It also calls on member states to expand opportunities for young people to study in other EU countries.
