So what has the EU got in store for us? You don't really get that from this document. What we have is a resolution - technically still a draft resolution - from the EU's Education, Youth and Culture Council that lays down a few good ideas concerning young people's active citizenship and the provision of information.

Oh. Why have they done that then?

It stems from the European Commission's white paper, A new impetus for European youth, published in 2001. This laid out a framework for European co-operation on youth affairs and charged the council to work up "common objectives". The council carried out consultations with youth work agencies and came up with a resolution in the areas of youth participation and information.
