Children's databases? This could get controversial. Well yes, this report has been compiled by the Foundation for Information Policy Research on behalf of the Information Commissioner's Office, the independent body set up to help protect personal information. So it's not afraid to take on the Government where it sees fit.

OK - give us the big picture. At one level there is the whole electronic government agenda - the drive towards computerisation as a way to change public service organisation and professional working practices. Then we also have an overall policy shift from straightforward "child protection" towards an emphasis on child welfare and crime prevention. Put simply, data sharing that is geared towards direct protection of an individual child is unlikely to be controversial, but when it's about the general public welfare or for the targeting of groups of children who for whatever reason are seen as at risk, then we get a bit more nervous.
