So this tells us what the commissioner's been up to? Yes. But remember that this is his annual report, not an Ofsted assessment that looks at the quality of his practice or whether or not he's value for money.
And what has he been doing? Well it is the first year of the commissioner's role so there's been a lot of "establishing our mission", "defining our role" and "formulating approaches".
You mean nothing's been achieved?
I didn't say that. There was some concern at the job description for the commissioner, particularly among those who favour a stronger rights-based approach. Some of those people will take some convincing that the commissioner is going to justify his existence. Some are saying they've seen new offices and a few highly paid senior officers but not solid outcomes.
