So what manner of document is this?
Well, it's a fairly slender paper that reviews where youth work in Wales is five years on from Extending Entitlement and asks some pertinent questions to elicit views about what should happen next. It suggests eight priorities, ranging from clarifying the service's remit to increasing contact numbers, enhancing participation and developing a workforce strategy.
Remind us about Extending Entitlement. This was the Welsh response to the Learning and Skills Act 2000 legislation to set up youth support services, which in England led to the creation of Connexions. Under the guidance of the First Secretary of the Welsh Assembly, Alun Michael - for many years a youth worker in Cardiff and South Glamorgan - Extending Entitlement was based on the further development of youth services rather than the creation of a new service. In Wales, the youth service has been given a statutory basis.
