Play: Lottery slammed over 124m fund

Delegates at Children Now's Sustainable & Accessible Play conference in Birmingham last week blasted the Big Lottery Fund for its handling of the 124m Children's Play Programme.

Nineteen councils submitted first round applications in July 2006, butat the end of the year it emerged that all the applications had failedto meet the fund's criteria (Children Now, 6 December 2006-9 January2007).

Southampton City Council withdrew its first-round application due to alack of advice from the fund on how to apply. It will now apply forfunding in round three.

Sean Holehouse, play services manager at Southampton, said: "It'sfrustrating.

We have a good track record and we thought that we'd be in anadvantageous position because we had set up a play partnership. Butthere was not enough guidance."

Holehouse said that it would now be at least six months before its playprogramme would be up and running, and that the delays had causedconfusion among the council's partners.
