Members of Durham County Council rejected separate bids by the Emmanuel Schools Foundation, United Learning Trust and Church of England to run three academies in Consett, Durham and Stanley.
Instead, the local council has backed the Durham Excellence in Education Partnership (Deep), a Durham University-led consortium, to run all three. The consortium includes the council, the seven schools that would close to form the new academies and the North East Chamber of Commerce. Councillors said they were impressed by Deep's commitment to bringing in more partners.
Peter Vardy, chair of the Emmanuel Schools Foundation, said: "We have a proven track record of nearly 20 years in education and are scrutinised just like other schools."
