Children Now has learned that the council's cabinet voted last week to recommend the establishment of the new post, which is being billed as a local version of the children's commissioner for England.
The cabinet has not yet settled on a name for the appointee - but "commissioner" has been rejected to avoid confusion with the joint commissioning responsibilities of the new children's trusts. The current favourite is "children's champion".
Its proponents say the role would be much wider than that of people carrying similar titles in Oxfordshire and Brighton.
The new appointee would work with children to ensure they are able to participate in council consultations and that their views are taken into consideration.
