The plans, set out in a tender document by the Department for Education and Skills (DfES) for agencies wishing to run the board, include giving it a direct role in selecting the commissioner and a say in youth policies.
The board will get an annual budget of about 250,000 and be divided into specialist sub-groups examining particular areas of policy.
The board will consist of 25 members, aged 11 to 19, drawn from all four UK nations. It will be consulted on plans for information sharing.
The tender document also highlights a proposal from The Children's Society drawn up by the charity's chief executive, Bob Reitemeier, and Jim Davis, the chair of the Forum for Rural Children and Young People, on how the board should operate.
