Pressure to consider the change has come from the Votes at 16 campaign, a coalition of youth charities, independent policy units and political parties, including Barnardo's, the National Children's Bureau, YMCA, the UK Youth Parliament and National Black Youth Forum.
"Lowering the voting age would get people into the habit of voting earlier," said Alex Folkes, Votes at 16 campaign manager for the Electoral Reform Society.
