Parenting support: Short-term funds halt development

Short-term funding and a barrage of new initiatives are making it difficult for councils to develop parenting support, a Government-funded study published last week reveals.

The study by PricewaterhouseCoopers says the "short-term nature offunding and large number of pilots leads to inefficient serviceprovision and market instability". The Review of Capacity in theParenting Support Market concluded the Government should make fundingavailable on a longer-term basis and reduce the complexity offunding.

In children's centres PricewaterhouseCoopers found the "lack ofavailable funding, often made available on a short term-basis, waspreventing service providers from delivering an effective service anddeterring others from expanding".

Mary Macleod, chief executive of the Family & Parenting Institute, said:"The parenting support sector relies on a long-term approach. If onlyshort-term funds are available that means organisations are not able toplan strategically."
