Two-thirds of parents waiting for telephone support showed high levels of psychological distress and 60 per cent said they'd experienced difficulty in getting help.
And 31 per cent of parents who had found it hard to get support had been trying to access psychiatric support for their children.
The evaluation was carried out by Dr Charlotte Ritchie, deputy director of the Oxford Centre for Research into Parenting and Children.
