A South Oxfordshire District Council planning officer claimed the Clapcot Way site was not suitable because of the disruption it would cause. The centre would replace a current 1940s youth club building, which opens three nights a week.
Residents have launched a petition against the expanded centre, although they are not against refurbishing the existing centre. The district council has said it remains supportive while "trying to resolve issues around the planning application".
