The warning comes as the Government launched its Learning Outside the Classroom manifesto yesterday.
Kevin Jackson, chair of the association and head of Woodlands Outdoor Education Centre in Hereford, said: "The reorganisation of children's services is causing a squeeze on non-statutory items such as outdoor education. Twenty-one authorities are proposing cuts or reducing subsidies to centres through decisions based on financial issues."
As part of the 2.7m manifesto, an independent council will be set up to address barriers to learning outside the classroom such as health and safety red tape. Schools will be encouraged to work closely with organisations such as youth clubs.
