Existing schools fail African and Caribbean students, he says. Violence in the black community comes in part from the inability of existing schools to deal with black students effectively. His proposed solution, reported last week, is the setting up of black-only schools.

It is not the first time the suggestion has been made. Lee Jasper, race adviser to the mayor of London, made a case for it a couple of years ago.

But there are various problems with the idea. It would contravene the Race Relations Act, for a start. And it is hardly viable for all black students in the UK, thereby creating an in-built inequality, even if it works in particular places.
