The new framework removes any strategic lead for volunteering, which wasformerly one of six national hubs of expertise. This decision could havea huge impact on the entire children's sector.
The absence of a strategic lead for volunteering risks marginalising it.It also demonstrates a misunderstanding of the distinctiveness of therole of volunteers from that of paid staff.
The proposed approach will set back the work of modernising the sector. There is a risk that the voices of local and regional volunteeringorganisations will be excluded from regional consortia bodies.
The development of volunteering must be at more than the individualorganisational level. If building capacity is to be sustainable, development must also occur at the strategic level. This includesnational, regional and local infrastructure. This is most likely to beeffectively achieved through having a strategic lead forvolunteering.
