Early years: Conflict expected when councils take strategic lead

"Real conflict" could lie ahead as local authorities take the strategic lead in early years and children's services, the director of the Government's Sure Start Unit has warned.

Naomi Eisenstadt admitted she expected there to be "fallout and difficulties" as more councils established Children's Trusts, and said there was a danger voluntary sector and community-centred initiatives like local Sure Start programmes could be sidelined.

But she told a conference on Sure Start last week that local integration could not be driven by Whitehall as "we would get it wrong".

Hugh Thornberry, strategic lead on early years and family support at charity NCH, said most local authorities were keen to work with the voluntary sector but a small number were "taking over" and there was a risk new services could be "fast-tracked forwards in an unhelpful way".
