Sure start: Government is set to ringfence funding for local programmes

The Government has confirmed its intention to ringfence cash for Sure Start Local Programmes as part of funding to local authorities from April next year.

In December the Government will confirm all local authorities' GeneralSure Start Grant capital and revenue allocations for 2006/07 and2007/08.

This will total more than 2bn, Susan Shakespeare, capitalstrategy team leader for Sure Start, told a Local Government Chronicleconference last week. From April 2006 the General Sure Start Grant willhave four funding streams: main revenue; main capital; TransformationFund; and Sure Start Local Programme revenue.

Shakespeare said it was the Government's intention that the localprogramme cash would be ringfenced, but she said discussions were stilltaking place. The Transformation Fund would be used for things likeenabling more staff to gain NVQ Level 3 qualifications and employingqualified teachers in early years settings, she added.
