The real answer to this is, "it depends". Yes to integration: Connexions partnerships have a responsibility to make young people's services more coherent, with the youth service an essential partner. Both contribute to young people's progression and achievement.
But no to a blanket requirement to merge the two services, while recognising that in some circumstances it makes sense for one of the two to lead on joint management. As with children's trusts, local factors - including needs analysis, young people's views, resources, corporate identities, skill mix, personalities - will influence decisions.
