OPINION: Hot Issue - Do crime prevention initiatives target peopletoo young?

Barnardo's is concerned about the expansion of youth inclusion support panels. While we would not argue with early intervention or a multi-agency approach, the linking of this to the criminal justice system and identification of potential young offenders is, we believe, dangerous.

The Youth Justice Board is correct in saying that it is possible to identify early risk factors in young children, but these are risk factors for a number of adverse outcomes. What is not possible is to say which risk factors will lead to which adverse outcome.

This means that potentially younger children who would not anyway go on to offend will be drawn into the criminal justice system.
