There needs to be a balance between the two. It's not an issue of whether the Government should be hard on young people or not, but the rhetoric on the Antisocial Behaviour Act needs to be appropriate.
The rhetoric on the issue of participation and citizenship is great but needs to go further because it is conflicting with the language used when talking about citizenship and participation.
When it comes to citizenship in schools, more must be done to implement it in a real way, so it's not just a plaything. Citizenship can't be taught in the classroom without providing real examples. Every school needs to have a proper school council that relates to structures in the community.
