The National Council for Voluntary Youth Services (NCVYS) welcomed the Chancellor Gordon Brown's speech to the Labour Party conference last week, in which he called for a "new compact" to elevate the third sector as a partner, rather than a cut-price alternative to government (YPN, 27 September-3 October, p2).
We welcome this recognition that the sector should not be expected to subsidise public services. The Chancellor appears to be recognising that the Compact and Compact Plus schemes have the potential to make the relationship between the Government and its voluntary and community sector partners one of equals.
However, we have concerns that the Compact has been in place for eight years and compliance with its principles remains patchy at local, regional and national government level.
