But there is a world of difference between youth consultation and real, meaningful youth participation. And, thankfully, this message seems to be filtering through to the grass-roots level.
The Government's Transforming Youth Work: Resourcing Excellent Youth Services initiative started this process off at a policy level in December 2002. Principal youth officers surveyed in early 2004 said the extra core funding and a three-year development fund that ends in April had raised the profile of youth services with local authority-elected members and enabled services to build on existing initiatives and plan projects in advance. This planning particularly included young people's engagement and involvement programmes. The Connexions service, introduced about the same time, also placed young people at the centre of its partnerships - and continues to do so.
