Opinion: Editorial - Both good and dangerous moves in reshuffle

It was not surprising that the Government got such a drubbing in last week's local elections, but the ensuing reshuffle did contain some unexpected moves.

Billed as Tony Blair's biggest-ever Cabinet reshuffle, last Friday sawRuth Kelly shifted from the top job at the Department for Education andSkills after 16 months to take over the bulk of John Prescott'sresponsibilities as secretary of state for communities and localgovernment, while Alan Johnson moved from the Department for Trade andIndustry to replace her.

This won't be Johnson's first time in the education department as he wasthe higher education minister when student tuition fees were introduced.And even though the introduction of such fees was unpopular, he iswidely respected by education professionals and civil servants. He isalso seen as having a good understanding of the importance of linkingthe ongoing school reform programme to the changes taking place due tothe Children Act 2004.
