NCB Now: Comment - How will the reshuffle affect children'sservices?

Forget the newspaper headlines - the recent reshuffle of the "big beasts" heading government has little real significance for children's services. Changing the face at the top of a department does not usually change the policy underneath. But change the shape of the departments, and all kinds of things can happen.

The reshuffle established a new department with a new cabinet post incharge of social exclusion. We don't know for sure what the Governmentmeans by "social exclusion", but it seems to include teenage pregnancy'some children in trouble, and perhaps looked after children. Allimportant issues - and all issues which could benefit from the input ofa minister as experienced as Hilary Armstrong.

But they are joined up issues. If we want to reduce teenage pregnancythen we must improve sex and relationships education, improve youthservices, improve the support for young people who are feeling they haveno future. These are all issues that lie within the Department forEducation and Skills.
