This time it's Paul Goggins, MP for Wythenshawe and Sale East, who had been David Blunkett's parliamentary private secretary (PPS) for three years. He replaces Hilary Benn, who has been moved to the Department for Internat-ional Development. Benn had only been in the job since March following the resignation of John Denham over the war in Iraq.
The vacancy that resulted from the reshuffle following the departure of Clare Short had been an opportunity for the Government to signal that it was keeping faith with its own rhetoric in the areas of social inclusion, youth participation and joined-up services. Apart from overseeing the work of the Children and Young People's Unit, the role includes ensuring young people's issues and services are being co-ordinated across departments.
