We welcome the scheme as a first step but it is time to raise our expectations for childcare services. Looking after children is such a responsible job that a 12-hour induction course alone cannot be enough. We would like the registration scheme linked to accredited training with a requirement that everyone looking after children in any setting achieves a formal qualification. Training and development are at the heart of good childcare.

The purpose of this scheme is primarily to increase the number of parents able to claim help with childcare costs, while recognising flexibility and choice in supporting families. Therefore, the barrier to gaining approval has been set relatively low. This is a pragmatic response to the need to increase capacity in the childcare market, while introducing, for the first time, minimum regulations for care provided on domestic premises and for over sevens.
