
In a review of the watchdog's corporate plan, which was presented at aboard meeting last month, officials admitted that they missed internaltargets on inspecting poor childcare settings.
The document states that inspectors have failed to scrutinise categoryone and two settings within "appropriate timescales".
Category one settings are considered inadequate and cause concern, buthave some capacity to improve. Category two settings are inadequate,need urgent attention and are unlikely to improve.
The report said Ofsted continues to underperform in this area, despitehaving made some improvements in the past six months.
Dwynwen Stepien, director of the Early Childhood Unit at the NationalChildren's Bureau, said poor quality provision could harm a child'sdevelopment. "We want a full commitment from Ofsted to ensure alltargets on inadequate settings are met," she said. "Parents need to knowthere is a commitment to this."
