The demand was made at a meeting of the Local Authorities Early Years Network. It follows concerns from councils with their own quality-improvement programmes that felt they did not have the watchdog's backing to deal with under-performing settings.
Dwynwen Stepien, director of the Early Childhood Unit, which co-ordinates the network, said although some meetings do take place between local authorities and Ofsted, the situation is inconsistent.
"It is important that local authorities can meet on a regular basis with Ofsted," she said.
A spokeswoman for Ofsted said it is considering how best to engage with all local authorities as part of its organisational review.
