Shadow home affairs minister Andrew Mitchell said: "It is surprising that more 18- to 24-year-olds chose Labour over the Conservatives. I suspect this number might fall once they realise that under the Conservatives they wouldn't pay university fees."

The poll of 1,000 young people also found that international terrorism and crime topped the list of issues of most concern.

Nine per cent of 18- to 24-year-olds said crime, violence and vandalism were key issues facing Britain, while 23 per cent felt that terrorism, defence and foreign affairs were important. Eleven per cent cited health or immigration and race relations. The pattern was similar for 15- to 17-year-olds.
