More than 2,400 orders have been issued since their introduction in 1999, with 1,323 taken out between March 2003 and March 2004.

Greater Manchester has given out the most orders (422) in the past five years, followed by Greater London (199), the West Midlands (195) and West Yorkshire (181). Northamptonshire handed out only 10 orders during the period.

Pam Hibbert, principal policy officer at young people's charity Barnardo's, said: "It is interesting that the Government does not distinguish between under-18s and adults in these statistics. We have concerns about the use of ASBOs on children because breaches of civil orders become criminal matters and contribute to a rise in custody for children. We also have grave concerns about naming and shaming."
