Only 0.3 per cent of councillors in English local authorities are under 25, figures collated by the Employers' Organisation for local government show. And the average age of councillors has increased from 55.4 years in 1997 to 57.8 years in 2004.
While the UK's population as a whole is ageing, local councils are becoming grey far faster than the rest of the nation. In 2004, 86.9 per cent of councillors were aged over 45, compared with 54.4 per cent of the adult population.
The situation is even worse in Scotland, where just one per cent of councillors were under 30 in 2003.
