The plan, to be published in the autumn, is likely to include an expansion of schemes to divert young people from crime.
Bill Lockhart, chief executive of the agency, said: "We will look into building bridges into the community to develop opportunities for young people, and expand work into the arts. We will also look at how to support persistent offenders in other aspects of their lives, such as with drug or alcohol problems."
The agency, launched in 2003, published its corporate plan for 2007 to 2011 last week. It will expand on its early work looking at restorative justice and focus more broadly on preventing reoffending.
It has identified six priorities: reducing offending; increasing confidence in the agency; developing restorative justice; delivering positive outcomes for young people; safe use of custody; and resource management.
