Restorative justice will be used through key agencies including social services, the probation service, education welfare, Youth Justice Agency representatives and parents.
The restorative justice system will aim to divert young people away from crime to reduce further offending.
Speaking at the launch of the scheme last week, Superintendent Bobby Hunniford, of the police's Community Safety Unit, said: "The public's biggest concern was underage drinking. This is one example of antisocial behaviour we hope to address in the framework."
