Ofsted has analysed some of the key factors that led to 10 children's services departments being awarded top marks last year.
The regulator said one of the main characteristics of authorities judged as "outstanding" was a clear focus on children and young people who need support the most.
The 10 local authorities are Blackburn with Darwen, Camden, City of London, Kensington and Chelsea, Kingston upon Thames, Lewisham, Richmond upon Thames, Tower Hamlets, Wandsworth and York.
