Their list includes liking people, honesty and someone who listens and acts, as well as more unusual requirements such as having a big brain, guts to argue for Newcastle and someone who does not ramble.
The young people drew up the list after taking part in Local Democracy Week last autumn.
Vicky Hartley, participation officer for Newcastle Youth Service, said: "We hope this will eventually form part of the job description for councillors in Newcastle."
