Leaked details of this week's education white paper revealed that councils could lose control over spending on schools to an "education funding agency". Janaki Mahadevan reports.

Amid the government's attempts to instigate a "radical shift of power" away from Whitehall while also ridding itself of scores of arm's-length bodies, an unexpected proposal has emerged.

Reports sparked by leaked details of the forthcoming education white paper revealed that councils may lose control over state school spending. Instead the duty could fall to a "education funding agency" that will be charged with administering a national funding formula for all schools from 2013. While the government was yet to confirm details of the plan at the time of writing, it has said its long-term aim is to introduce a "fairer and more transparent funding" system.
