It is forming a group to lobby for more practical guidance for schools, and could also join forces with charity 4Children.
Chief executive Phil Street said the Bill did not go far enough in setting out how extended schools could work on the ground and contribute to outcomes.
"I'm not sure it's getting down to the nitty gritty," he said. The group will be in place by June.
In the autumn, the charity is due to launch an initiative, with the Department for Education and Skills, aimed at helping schools and councils increase out-of-school-hours learning.
Street said the Government saw the project, called Extra Time, as a way of addressing standards.
