The children's commissioner for England must provide services in Welsh so children who speak the language will not be at a disadvantage, MPs say. Children's minister Margaret Hodge has refused to give the Welsh commissioner powers over non-devolved affairs, but a report by the cross-party Welsh affairs select committee called on her to back down.
