The Elite project, funded by the European Social Fund, will identify Neet young people and provide them with individually tailored support. Participants will be able to pick and mix support from a range of providers who offer counselling, debt management, coaching, anger management and dyslexia services.
David Coates, acting service manager for Connexions Redcar & Cleveland, said: "Our level of Neets has been doggedly high for years. The fact young people can choose the services they need will make the difference."
Partners include Redcar & Cleveland College, Redcar & Cleveland Borough Council's entry to employment scheme and mental health charity Mind.
