NCB Now: Toolkit to assess voluntary sector

A new self-evaluation toolkit has been developed as part of the successful VCS Engage programme, to assess the level of engagement from the voluntary and community sector (VCS) in all aspects of local children's services.

The toolkit, originally piloted in 25 areas in England, focuses on commissioning, level of input into local area policy or strategy and representation on children's trusts or strategic boards. It also gives examples of VCS organisations leading on strategy and delivery of local services.

Findings from the pilot evaluations, available in October, point to commissioning as a key area for change. Another concern is the representation of smaller VCS organisations in local strategic decision-making, suggested as an area for review by local authorities, trusts and partnerships.

Celia Watson, co-ordinator of special projects at NCB, said: "The mini toolkit is a great opportunity for the VCS, trusts and local authorities to gain a real picture of local area engagement. Many of those taking part in the pilot felt the evaluation process was a catalyst for improving engagement."
