A number of key messages emerged for policymakers, including the need for clear pathways in schools for parents to raise initial concerns about bullying, and a layer of independent support to broker discussions, provide support and advocate where needed. These messages echoed those in a report published in November 2007 by the children's commissioner, Bullying in Schools - A Review of the Current Complaints System and Recommendations for Change, which gave specific recommendations on how governing bodies hear complaints, the role of mediation and the introduction of independent officers to represent parents in bullying complaints, as well as independent panels to hear cases.
